Harbin International Ice and Snow Sculpture Competition is one of the important activities of Harbin international ice and snow festival. It is a top international ice and snow brand competition founded by Foreign Affairs Office of Harbin Municipal People's Government and organized by Harbin International Ice and Snow Sculpture Organizing Committee. The Harbin International Ice Sculpture Competition has been held for 34 times, Harbin International Snow Sculpture Competition has been held for 25 times, Harbin International Ice-Assemblage Sculpture Competition has been held for 9 times. 

Harbin International Ice Sculpture Competition(China), one of the Biggest Three World Ice Sculpture Competitions, is held in Harbin Ice and Snow World, which is the world's largest outdoor ice and snow theme park. The snow sculpture competition is located in Harbin Sun Island Snow Expo, which is known as The World's Largest Ice and Snow Carnival. Harbin International Snow Sculpture Competition is one of the most influential events in Harbin Sun Island International Snow Sculpture Art Expo and Harbin International Ice and Snow Festival. It is famous for its long history, exquisite art, elegant style and rich national characteristics. The competition invites Yuhani Leoberg, President of the World Ice and Snow Sculpture Art Association, Pichoyev Victor, Professor of Khabarovsk University of Art, member of Russian Art Association and chairman of Painting Association, as the judges of the snow sculpture competition, which makes the world's top snow sculpture competition more international and authoritative. Every year, the competition has attracted many domestic and foreign masters of ice and snow sculpture, art enthusiasts actively participate in. The artists from all over the world, such as the United States, France, Canada, Italy, Spain, Slovenia, Switzerland, Finland, Hungary, Ukraine, India, Kenya, Indonesia, New Zealand, Thailand, South Korea, Japan, Mongolia, Latvia, Russia and China, and many other countries of artists participate in this competition. Nearly 100 artists from more than 30 teams participated in the Harbin International Ice Sculpture Competition, and about 120 artists from more than 20 teams participated in the Harbin International Snow Sculpture Competition. This greatly enhanced the cultural and artistic exchanges between Chinese and foreign artists and provided a platform for the world's top ice and snow sculpture artists and ice sculpture enthusiasts to exchange skills with each other, which makes the charm of Harbin's "ice and snow culture" widely known.

Since 1985, the annual Harbin International Ice Sculpture Competition has become a major event in Harbin. As one of the three major international competitions, Harbin International Ice Sculpture Competition has experienced more than 30 years history. 

       Through the competition, a new bright spot is added to build Harbin ice and snow tourism culture brand，it gives vitality to the development of ice and snow tourism resources, and enjoys the magic and charm of Harbin as the "Ice World Summer City".
